Kingston declares housing emergency, opts in to rent stabilization

Kingston Common Council voted to declare a housing emergency and opt the city into the Emergency Tenant Protection Act, which creates rent stabilization in all buildings with six or more units built before 1974. Kingston will also establish a rent guidelines board that will meet annually to set guidelines for rent changes in the city.

Earlier this year a city study found Kingston has a net vacancy rate of 1.57%, meaning there’s a severe housing shortage.
